The deadline to secure a deal on Holyrood's new tax powers has been pushed back a few days as intense negotiations continue on the so-called fiscal framework.

An agreement was meant to have been reached by tomorrow but MSPs have now pushed the potential deadline back to Tuesday February 23.

Bruce Crawford, convenor of the Scottish Parliament's Further Powers Committee, which had called for the February 12 deadline, said there would be "very substantial impacts" on Holyrood's ability to scrutinse the deal if matters were delayed beyond the end of next week.

He made clear both governments would have to give a "full explanation of their position on a fiscal framework" at his committee's meeting on February 23, "whatever the circumstances".

The House of Lords pushed back its consideration of the Scotland Bill to Monday February 22 to facilitate peers being able to debate the further devolution of powers with knowledge of what the details of the framework were.

However, the two governments are deadlocked over the details of the financial settlement and, while both insist they are determined to reach an agreement, a deal does not look imminent. First Minister Nicola Sturgeon has indicated talks might have to go on through the summer ie beyond the parliamentary elections before a compromise can be hammered out.
